Certified Equipment

With very few exceptions, if you’re operating vehicles over 12 tonnes, and intend to operate in London from 28th October 2024, your vehicles will need a Progressive Safe System (PSS) in order to obtain the required Safety Permit.

Without a valid Safety Permit, Transport for London (TfL) operated Automatic Number Plate Recognition (ANPR) cameras will be used to issue fines. £550 to the fleet operator, reduced to 50% if paid within 14 days, and £130 per day to the driver, also reduced by 50% if paid within 14 days.

In the absence of detailed guidance from TfL, many fleet operators are concerned about which technology to adopt. At roadstream.io® we’ve approached the challenges caused by lack of clarity and communication from TfL by interpreting the requirements with integrity and in line with the spirit of the aims, to reduce road injury and death to Vulnerable Road Users (VRUs). We’ve done this whilst bearing in mind the economics, and keeping driver annoyance and distraction to a minimum.

Your DVS 2024 Equipment

To meet the Progressive Safe Systems (PSS) requirements, there are three main components, the BSIS, MOIS, CMS, along with external and internal warning systems.

BSIS

Blind Spot Information System

Installed on the nearside of the vehicle (right hand drive vehicles), this BSIS sensor scans for VRUs, and delivers both visible and audible warning alerts to the driver when a collision appears imminent. roadstream.io® BSIS works in all weather and lighting conditions, and unlike camera technology is unimpeded by cyclists’ lights at night.

MOIS

Move Off Information System

Installed on the front of the vehicle, this MOIS sensor scans for VRUs, and delivers both visible and audible warning alerts to the driver when the driver ‘prepares to move off’. roadstream.io® MOIS uses CAN bus to read the vehicle’s Park Brake and Foot Brake status to identify the driver’s preparation to move-off, meaning audible warnings are not issued whilst stationary.

CMS

Camera Monitoring System

A nearside camera and monitor to display the nearside blind spot area. The infrared nearside mounted camera is either connected directly to the A-pillar mounted monitor, or forms part of the overall roadstream.io® 360°4G DVR recording.

BSIS Blind Spot Information System

The roadstream.io® Blind Spot Information System, or BSIS, will detect Vulnerable Road Users (VRUs) at up to speeds of 30 km/h, and in all lighting and weather conditions. When detected, the driver will hear an audible warning of potential impact. The BSIS will try and avoid false positives, for example by not alerting to the presence of a lamp post.

Your Driver Display & Speaker

Driver distraction is a real risk. As well as being aware of motorists and other road users, with multiple mirrors, and ever more lights and noises, it’s easy to appreciate that yet more lights and buzzers could add to the fatigue of a driver.

At roadstream.io® we’ve tried to consider the driver whilst meeting the DVS 2024 requirements. The LED is located on the A-pillar mounted monitor, meaning a glance to the left can quickly include the mirrors, monitor and LED before performing a left turn. Whilst the buzzer cannot be muted, the volume can be turned down.

Our BSIS driver warning has telematics integration built in, allowing you to easily find and playback all or any VRU warning on the roadstream.io® platform (web/iOS/Android) from our 360°4G DVR recording.

MOIS Move Off Information System

The roadstream.io® Move Off Information System, or MOIS, will detect Vulnerable Road Users (VRUs) in front of the vehicle, in all lighting and weather conditions. If a VRU is detected when preparing to ‘move off’, the driver will hear an audible warning of potential impact.

At roadstream.io® we’ve tried to consider the driver whilst meeting the DVS 2024 requirements. The MOIS LED and speaker is in the same combined LED as BSIS. The buzzer cannot be muted, but the volume can be turned down. Whilst the Foot Brake or Park Brake are engaged, the buzzer is muted, meaning VRUs can move around the vehicle whilst stationary without causing excessive alerting. When reverse is engaged, the buzzer is also muted.

Our MOIS driver warning has telematics integration built in, allowing you to easily find and playback all or any VRU warning on the roadstream.io® platform (web/iOS/Android) from our 360°4G DVR recording.

CMS Camera Monitoring System

The new Direct Vision Standard (DVS 2024) for the PSS requires increased blind spot visibility, to completely eliminate the remaining blind spot at the nearside, a fully operational camera monitoring system must be fitted to the nearside of the vehicle.

CMS Monitor

Our 7” monitor is included with the roadstream.io® DVS 2024 ‘Complete’ pack, and 9” upgrade available for those that want it. For roadstream.io® 360°4G DVR installed vehicles, the monitor can display up to 8 cameras. For those without our 4G DVR, you can install one additional camera, perhaps for reversing on rigid vehicles.

Direct Vision

For vehicles with a working adequate nearside camera and A-pillar mounted monitor, (most existing roadstream.io® 360°4G DVR installed in HGVs will have this), there is no need to replace what you have and you can choose the roadstream.io® DVS 2024 ‘Upgrade’ pack. For vehicles without an existing DVS 2024 compliant camera and monitor, please choose roadstream.io® DVS 2024 ‘Complete’ pack, which includes cabling, monitor, and nearside camera.

The roadstream.io® DVS 2024 ‘Complete’ pack includes a waterproof 1080P 30fps Infrared camera, compatible with all roadstream.io® 4G DVR and 4G Dashcam products.

Left Turn
Audible Alarm

TfL’s DVS 2024 requires an audible vehicle manoeuvring warning to be fitted, providing an adequate audible warning to VRUs when a vehicle is turning left. The volume of the audible warning, measured at one metre from the speaker, should be between 65dB and 88dB.

To ensure socially responsible use, and compliance, a mute switch is required to silence the speaker between the hours of 23:30 and 07:00.

All roadstream.io® DVS 2024 kits contain a compliant speaker and mute switch. The speaker announces ‘this vehicle is turning left’ when indicating left at slow speeds. As a bonus, the same speaker will also announce ‘this vehicle is reversing’ when reverse gear is engaged.

Exterior Pictorial
Stickers

TfL DVS 2024 requires external pictorial stickers and markings to be displayed on vehicles, providing adequate visual warning to VRUs of the hazards present around the vehicle.

Warning signage must be displayed on the rear of the rigid vehicle, and for tractor units, any trailer unit in use.

All roadstream.io® DVS 2024 kits contain a A4 landscape combined
CCTV and warning sticker, and compliant A3 portrait sticker, both
of which can either be left with the vehicle for you to apply, or
applied by our engineer if appropriate.

Certification; and
Compliance

It’s incumbent on operators to check their equipment is compliant, and TfL leaves manufacturers and engineers to certify supplied equipment is in compliance with DVS 2024

The roadstream.io® DVS 2024 kit has undergone documented conformity testing in line with the requirements set out by TfL.

On installation roadstream.io® will issue a certificate of conformity for correctly installed equipment.

Faults; and
Telematics Outputs

TfL requires that it shall, at all times, be clear to drivers of vehicles if the BSIS and/or MOIS is not working correctly. On boot up, the roadstream.io® DVS 2024 kit performs self-checks and if detected, clearly displays a fault
warning to the driver.

Additionally, the roadstream.io® DVS 2024 kit goes beyond the requirements to ensure compliance though the inclusion of telematics outputs to report faults to the office.

Further, the roadstream.io® DVS 2024 kit also includes telematics outputs to link to the roadstream.io® 360°4G DVR recording or 4G Dashcam to make VRU warnings available to watch online with the video telematics platform and iOS/Android App.
